
The International Association of Trade Union Organizations of PJSC LUKOIL comprises:
LUKOIL's Inter-Regional Trade Union Organization of the Russian Oil, Gas and Construction Workers' Union, namely twenty-three united and twenty-two primary trade union organizations with a total number of more than 120,000 trade union members (among those working) in thirty-seven constituent entities of the Russian Federation;
two group corporations and seven trade union organizations of foreign enterprises with a total number of working trade union members equal to 11,000 persons in seven countries, including Azerbaijan, Belarus, Bulgaria, Moldova, Romania, Serbia and Ukraine.
The strategies and approaches of LUKOIL's International Association of Trade Union Organizations are based on the available social responsibility policy of PJSC LUKOIL and a three-stage corporate legal system, namely, the Company's Social Code, the Agreement between the Employer and Trade Union Association, and collective labor agreements of enterprises.

The Agreement between the Company and IATUO is a major commitment of the Company that establishes mutual social and labor obligations of the Company and its employees with regard to labor relations, working hours and time off work, remuneration of labor, health care and safety, social benefits and guarantees, youth outreach, and defines the guaranteed rights enjoyed by the trade union association and trade union organizations under the applicable law.
September 2014 witnessed conclusion of the eighth Agreement between the Employer and IATUO for the period from 2015 to 2017. The Agreement contains a lot of additional benefits and guarantees available to employees, if compared to the legislation and the indicated agreements. The Agreement serves as a legal framework for execution of collective labor agreements at LUKOIL's enterprises and entities.
As of 2016 there are seventy collective labor agreements in place in the LUKOIL Group Entities as part of implementation of the social partnership basic principles with the IATUO member trade union organizations. As it ensues from the collective bargaining campaigns, the obligations formalized in the agreements have been consistently fulfilled.

LUKOIL's IATUO and IATUO member trade union organizations enforce compliance of the LUKOIL Group Entities with the labor law to avoid any infringement upon the rights enjoyed by the employees and preserve the appropriate personnel morale, protect labor rights of the employees. The human rights activities of the trade union association are based on the core principles of the Company's social responsibility and include a set of consistent measures:
Participation in the law making of the governmental and local authorities;
Participation in agreement-based regulation of social and labor relations as part of social partnership;
Consulting on observance and protection of employees' rights;
Cooperation with the state oversight and controlling authorities to ensure compliance with the labor legislation;
Pre-trial and judicial protection of employees' rights and interests; Informational and methodological support of legal issues.
Bilateral committees responsible for management of social and labor relations jointly with the representatives of the employees and employer exercise control over the discharge of obligations under collective labor agreements, monitor the social and economic situation, keep track of the labor remuneration.

LUKOIL's IATUO and the Company's management have been continuously implementing socially minded policies targeting the employees for which the Company seeks to create the most comfortable and safest working conditions. IATUO is an active health and safety contributor. It advocates better working conditions, and champions preservation of benefits for those working under severe, harmful or special conditions.
A great contribution into the resolution of these issues is made by the technical inspectorate and over 3.5 thousand authorized health and safety unions that are quite effective in supervising all areas of production activities, and engage themselves in regular prevention of any occupational safety breaches by employees and provide the respective training.
In its business the trade union association is mindful of enforcing the workplace safety practices by the service companies and contractors operating at the Company's production sites.

The trade union organizations and management of the enterprises seek to provide their employees with rather ample opportunities to realize their professional qualities and career growth opportunities, enable them to expand their educational background and develop their creative skills, be part of the workforce activities and pursue healthy lifestyles.
The IATUO Council and trade union organizations, as well as social insurance committees have been continuously monitoring the issues relating to health resort treatment and recreation of the Company's employees and their families.
The trade unions are actively engaged in the promotion and support of physical education and mass sports amongst the workforce seeking to promote healthy lifestyles among the Company's personnel and their families. The Group's organizations regularly hold spartakiades and sports festivals, tourist rallies, and mass cultural and corporate events. Most popular are International Spartakiades of PJSC LUKOIL, the LUKOIL President Cup, International Competitions "Dad, Mom and Me — we are a Sports Family" and the Festival of Onstage Performance Groups and Individual Performers. Professional craft contests awarding the "Best in the Profession" title take pride in holding a special place among corporate events.
The trade union association and trade union committees pay careful attention to the veterans of the LUKOIL Group and the social support for the non-working retirees, newly employed personnel and young professionals.

In its international business, relying on the national legislation, IATUO seeks to efficiently ensure protection of employees' rights and interests at LUKOIL's foreign enterprises in cooperation with the international trade union movement, leading international experts, and in compliance with the best practice of international organizations.
IATUO cooperates with the national trade union organizations of the companies in the countries of LUKOIL's presence, while foreign IATUO trade union organizations operate as part of the national craft unions.
The international trade union cooperation is based on the Global Framework Agreement between IdustriALL Global Union, the Russian Oil, Gas and Construction Workers' Union, PJSC LUKOIL and LUKOIL IATUO, the Agreement between the Company and LUKOIL trade union association for foreign organizations intended to ensure compliance with the best practices in the area of trade union rights observance, HSE, and performance efficiency at all Company's enterprises in different countries, which serves as a platform for a social dialog and promotion of industrial relations.
The Agreement between the administration and LUKOIL's trade union association for foreign organizations was signed in October 2009. It is the first international Agreement that has been extended. This document meets the requirements of the international legal standards, considers the core labor and environmental protection principles outlined in the UN and ILO conventions, the Global Cooperation Agreement between LUKOIL, IndustraALL Global Union, the Russian Oil, Gas and Construction Workers' Union and LUKOIL's IATUO, as well as LUKOIL's Social Code.
Master agreements, national agreements, sectoral (cross-sector) agreements, collective labor agreements of the organizations concluded in compliance with the local legislation and covering all employees serve as a legal platform for social partnership at foreign enterprises. As of 2016 there are sixteen collective labor agreements in place in foreign organizations.
IATUO maintains fruitful cooperative relations with influential international expert organizations and boards of experts operating in the area of social protection of employees, such as the ILO International Training Center, the Institute for Political, Social and Economic studies EURISPES (Italy), OECD Local Economic and Employment Development (LEED) program, SindNova agency, ETUI (European Trade Union Institute), committees of the European Commission, etc. Delegations from IATUO and the Company annually attended the forums held by the Organization for Economic Cooperation and Development and sessions of the OECD Trade Union Advisory Committee (TUAC).
